    Update on statistical value requirement for export declarations in AES

    On February 19, 2025, Customs implemented new validation rules in AES – the new export module – making it mandatory to declare the statistical value for all export declarations.  

    The statistical value is the value of the goods, including transportation and insurance costs, up to the Belgian-Luxembourg Economic Union (BLEU) border. For shipments via the ports of Antwerp or Zeebrugge, this means the value is up to the port.

    If you do not know this value and do not have a commercial invoice, the Access2Markets Statistics page has the statistical values per GN code and destination up to 2023.

    Legal basis  
    The legal basis for this requirement is Section 10 of Chapter II of Annex V of Commission Implementing Regulation (EU) 2020/1197 of 30 July 2020, establishing technical specifications and arrangements under Regulation (EU) 2019/2152 of the European Parliament and the Council on European business statistics and repealing ten legal acts in the field of business statistics.
