    Russia: imports of iron and steel products from third countries

    Stricter rules on imports of iron and steel products from third countries will come into effect as from 30 September 2023 as a result of a new restrictive measure to prevent Russia from shipping its iron or steel products to third countries for further processing and then exporting these processed products to the EU.

    The GN codes of the Russian products concerned that could undergo processing in the third country to circumvent the import ban are listed in Appendix XVII of Regulation 833/2014.

    Importers of iron and steel products containing these products must submit a Mill Test Certificate (MTC) for imports showing that the imported goods do not contain Russian iron or steel products.

    Iron and steel products produced from Russian products with GN code 7207 11 will be subject to this restrictive measure from 1 April 2024, and those produced from Russian products with GN codes 7207 12 10 and 7224 90 as from 1 October 2024.

    The import declarations must state the new code Y824, where an MTC will have to be able to be presented.
